Using PPPoE without TR-69 configuration

Business customers should be able to have their bandwidth/speed provisioned via PPP without their CPE being provisioned via TR-69 by us.

We allow this using an empty TR-69 configuration file. In this case no GenieACS presets will be created and no resources will be used in the GenieACS database for the configuration.

If the CPE sends (for whatever reason) an inform to the ACS server it will be discovered and listed on the GenieACS GUI, but won't be configured in any way.
