No. It manages waipu.tv reseller accounts tied to billing items. Access-network vendor apps are separate.

Controlled by WAIPUTV_ACTIVATION_BY. Reseller activates from the item button; customer receives an activation URL/document with token.

Prime Billing — WaipuTV products/items participate in normal settlement.

When Ticketsystem is present, configured ticket types capture create/change/lock/unlock/cancel failures and activation-document problems.
